PARTICIPATIONS OF PEOPLE IN A COMMUNITY DEVELOPMENT OF HUAYKAPI MUNICIPALITY, MUANG DISTRICT, CHONBURI PROVINCE

Abstract

The purpose of this qualitative study was to investigate levels of participation of people in community development in Huaykapi Municipality by considering personal factors. Samples of this study were 391 residents of Huaykapi Municipality. Statistical analyses used in this study included frequency distribution, percentage, mean, and standard deviation. To test research hypotheses, t-test and One-way ANOVA were used to compare the means of the variables at a significance level of 0.05. LSD tests were used for pairwise comparisons.

Results of the study showed that the participations of people in community development of Huaykapi Municipality were at a moderate level. Considering each personal factor, it was found that the mean of the benefits factor was highest among the others, which was at a moderate level. The means of the factors of operation and decision making were also at a moderate level, while the mean of the factor of evaluation was at a low level. Multiple comparisons considering personal factors revealed that differences in residential periods affected people's participation in community development at a significance level of 0.05. In contrast, gender, age, education background, marital status, income, and social roles did not affect people’s participation in community development at a significance level of 0.05. It can be concluded that opportunities for people in the community to participate as committee members in evaluating and following up community development activities, and these roles should be rotated.

การวิจัย เรื่อง การมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลตำบลห้วยกะปิ อำเภอเมือง จังหวัดชลบุรี เป็นการวิจัยเชิงปริมาณ โดยมีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลตำบลห้วยกะปิ อำเภอเมือง จังหวัดชลบุรี และเพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลตำบลห้วยกะปิ อำเภอเมือง จังหวัดชลบุรี จำแนกตามปัจจัยส่วนบุคคล โดยใช้กลุ่มตัวอย่าง 391 คน ในการศึกษา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่การแจกแจงความถี่ค่าร้อยละ ค่าเฉลี่ย และค่าความเบี่ยงเบนมาตรฐาน ในการทดสอบสมมติฐาน ใช้สถิติ t-Test และ One-way ANOVA เพื่อทดสอบเปรียบเทียบค่าเฉลี่ยของตัวแปรโดยกำหนดค่านัยสำคัญทางสถิติ ที่ระดับ 0.05 และทำการทดสอบความแตกต่างรายคู่ด้วยวิธี LSD

ผลการศึกษาพบว่าระดับการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลตำบลห้วยกะปิ อำเภอเมือง จังหวัดชลบุรี ภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาตามรายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการรับผลประโยชน์ มีค่าคะแนนอยู่ในระดับปานกลาง ด้านการดำเนินงาน อยู่ในระดับปานกลาง ด้านการตัดสินใจ อยู่ในระดับปานกลาง และด้านการประเมินผล อยู่ในระดับน้อย ตามลำดับ ผลการเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนของเทศบาลตำบลห้วยกะปิ อำเภอเมือง จังหวัดชลบุรี จําแนกตามปัจจัยส่วนบุคคล โดยการทดสอบสมมติฐาน พบว่า ประชาชนที่มีระยะเวลาที่อาศัยอยู่ในชุมชนแตกต่างกัน การมีส่วนร่วมในการพัฒนาชุมชน แตกต่างกัน อย่างมีนัยสําคัญทางสถิติที่ระดับ 0.05 ส่วนประชาชนที่มีเพศ อายุ ระดับการศึกษา สถานภาพสมรส รายได้ และการเป็นสมาชิกกลุ่มต่างๆ แตกต่างกัน มีการมีส่วนร่วมในการพัฒนาชุมชน ไม่แตกต่างกัน ที่ระดับนัยสําคัญทางสถิติที่ 0.05 โดยควรเปิดโอกาสให้ประชาชนได้เข้ามามีส่วนร่วมโดยการเข้ามาเป็นคณะกรรมการติดตามและประเมินผล และควรมีการสับเปลี่ยนหมุนเวียนคณะกรรมการ
