Guidelines for developing financial management of school under the office of a primary Educational Service Area in chonburi

Abstract

The purpose of this study were 1)to study the financial management problems of educational institutions under the Office of the Primary Education Area in Chonburi Province ,2) study the development of financial management of educational institutions under the Office of the Primary Education Area in Chonburi Province ,3) Verify the financial management of educational institutions under the Office of the Primary Education Area in Chonburi Province by using a mixed-method research method, divided into 3 phases , Phase 1 study the financial management problems of educational institutions under the Office of the Primary Education Area in Chonburi Province ,Phase 2 study the development of financial management of educational institutions under the Office of the Primary Education Area in Chonburi Province. Phase 3: verify the financial management guidelines of educational institutions under the Office of the Primary Education Area in Chonburi Province The research instruments were questionnaires and interview forms. The statistics used in the research were frequency, percentage, mean, and standard deviation. The results of the research found that 1. The financial management problems of educational institutions under the Office of the Primary Education Area in Chonburi Province were at a high level. 2. Guidelines for the development of financial management of educational institutions under the Office of the Primary Education Area in Chonburi Province, in 5 areas budget disbursement, off-budget disbursement, money receipt, financial report preparation, and internal audit. 3. Verification of guidelines for the development of financial management of educational institutions, and some observations to make the guidelines more complete.

การวิจัยในครั้งนี้มีจุดประสงค์เพื่อ 1. เพื่อศึกษาสภาพปัญหาของการบริหารงานการเงินของสถานศึกษาสังกัดสำนักงาน เขตพื้นที่การศึกษาประถมศึกษาแห่งหนึ่งในจังหวัดชลบุรี 2. เพื่อศึกษาแนวทางพัฒนาการบริหารงานการเงินของสถานศึกษาสังกัดสำนักงาน เขตพื้นที่การศึกษาประถมศึกษาแห่งหนึ่งในจังหวัดชลบุรี 3. เพื่อตรวจสอบยืนยันของการบริหารงานการเงินของสถานศึกษาสังกัดสำนักงาน เขตพื้นที่การศึกษาประถมศึกษาแห่งหนึ่งในจังหวัดชลบุรี โดยใช้ วิธีการดำเนินการวิจัยแบบผสมผสาน แบ่งเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัญหาของการบริหารงานการเงินของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแห่งหนึ่งในจังหวัดชลบุรีระยะที่ 2 ศึกษาแนวทางพัฒนาการบริหารงานการเงินของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแห่งหนึ่งในจังหวัดชลบุรีระยะที่ 3 การตรวจสอบยืนยันของแนวทางการบริหารงานการเงินของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแห่งหนึ่งในจังหวัดชลบุรี เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิจัย ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1.สภาพปัญหาการบริหารงานการเงินของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแห่งหนึ่งในจังหวัดชลบุรี อยู่ในระดับมาก 2.แนวทางการพัฒนาการบริหารงานการเงินของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแห่งหนึ่งในจังหวัดชลบุรี ทั้งหมด 5 ด้าน ได้แก่ ด้านการเบิกจ่ายเงินงบประมาณ ด้านการเบิกจ่ายเงินนอกงบประมาณ ด้านการรับเงิน ด้านการจัดทำรายงานทางการเงิน และการตรวจสอบภายใน 3.การตรวจสอบยืนยันของแนวทางการพัฒนาการบริหารงานการเงินของสถานศึกษา และมีขัอสังเกตบางประการเพื่อทำให้แนวทางมีความสมบูรณ์มากยิ่งขึ้น
