PROBLEMS AND GUIDELINES DEVELOPING FOR ACADEMIC AFFAIRS ADMINISTRATION OF LOCAL ADMINISTRATION SCHOOLS UNDER DIVISION OF EDUCATION OF SI RACHA TOWN MUNICIPALITY IN CHONBURI

Abstract

This research aims to study the problems and guidelines developing for academic affairs administration of Local Administration Schools under Division of Education of Si Racha town municipality in Chonburi is Classified by learning areas and work experience of academic year 2024, the sample size was determined using the sample size table of Krejcie & Morgan (1970, pp. 607-610) with a sample size of 103 people. The data collection tool used for the research was a 5-level rating scale questionnaire based on Likert's concept of 7 aspects of academic management, with 36 questions. The discriminative power value is classified between 0.68 and 0.95. The reliability questionnaire is 0.99. Statistics used to analyze data include mean, standard deviation (SD), t-test, and one-way ANOVA analysis. The results showed that:

1.Problems of academic affairs administration of Local Administration Schools under Division of Education of Si Racha town municipality in Chonburi sorted in descending order of the top three: the development and use of educational technology media, educational supervision, and research to improve the quality of education in educational institutions, respectively.

2. Comparison of academic affairs administration problems of Local Administration Schools under Division of Education of Si Racha town municipality in Chonburi was classified by work experience, it differed statistically significantly at the level of .05.

3. Comparison of academic affairs administration problems of Local Administration Schools under Division of Education of Si Racha town municipality in Chonburi was classified by learning areas, overall and individually, including curriculum development of educational institutions; In terms of research to improve the quality of education in educational institutions, in terms of educational supervision, and in the development and use of educational technology media, there was a statistically significant difference at the level of .05, while in other areas there was no statistical significant difference.

4. The guidelines developing for academic affairs administration of Local Administration Schools under Division of Education of Si Racha town municipality in Chonburi are as follows: 1) Teaching and learning management in educational institutions, the environment should be arranged and the atmosphere within the school should be conducive to teaching and learning, 2) Curriculum development of educational institutions. Administrators should have a meeting to clarify the curriculum and its implementation, 3) In terms of learning process development, the learning process should be evaluated and improved, and 4) In terms of measurement, evaluation, and transfer of academic results, systematic measurement and evaluation should be arranged. 5) Research to improve the quality of education in educational institutions should encourage teachers to conduct research to improve the quality of learning in each subject group 6) Educational supervision should coordinate with the educational district in teaching and learning supervision 7) Development and use of technology media for education should support the budget for the preparation of innovative and educational materials.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาและแนวทางการพัฒนาการบริหารงานวิชาการของกลุ่มโรงเรียนองค์กรปกครองส่วนท้องถิ่น สังกัดกอง การศึกษา เทศบาลเมืองศรีราชา จังหวัดชลบุรี จําแนกตามกลุ่มสาระการเรียนรู้ และประสบการณ์ในการทำงาน กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ครูที่ปฏิบัติการสอนในสถานศึกษาของกลุ่มโรงเรียนองค์กรปกครองส่วนท้องถิ่น สังกัดกองการศึกษา เทศบาลเมืองศรีราชา จังหวัดชลบุรี ในปีการศึกษา 2567 การกำหนดขนาดกลุ่มตัวอย่างใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie & Morgan (1970, pp. 607-610) ได้ขนาดกลุ่มตัวอย่าง จำนวน 103 คน จากนั้นดำเนินการสุ่มตัวอย่างแบบแบ่งชั้น (Stratified random sampling) จำแนกตามกลุ่มสาระการเรียนรู้ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลสำหรับการวิจัย เป็นแบบสอบถามมาตราส่วนประมาณค่า (Rating scale) 5 ระดับ ตามแนวคิดของ Likert เกี่ยวกับการบริหารงานวิชาการ 7 ด้าน จำนวน 36 ข้อ มีค่าอำนาจจําแนกรายข้อ ระหว่าง .68 ถึง .95 และมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .99 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (SD) การทดสอบค่าที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) ผลการวิจัยพบว่า

1.ปัญหาการบริหารงานวิชาการของกลุ่มโรงเรียน องค์กรปกครองส่วนท้องถิ่น สังกัดกองการศึกษา เทศบาลเมืองศรีราชา จังหวัดชลบุรี โดยรวม และรายด้านอยู่ในระดับน้อย เมื่อพิจารณารายด้าน โดยเรียงค่าเฉลี่ยจากมากไปน้อย 3 อันดับแรก ได้แก่ ด้านการพัฒนา และใช้สื่อเทคโนโลยีทางการศึกษา ด้านการนิเทศการศึกษา และ ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา ตามลำดับ

2.การเปรียบเทียบปัญหาการบริหารงานวิชาการของกลุ่มโรงเรียนองค์กรปกครองส่วนท้องถิ่น สังกัดกองการศึกษา เทศบาลเมืองศรีราชา จังหวัดชลบุรี จําแนกตามประสบการณ์ในการทำงาน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3.การเปรียบเทียบปัญหาการบริหารงานวิชาการของกลุ่มโรงเรียนองค์กรปกครองส่วนท้องถิ่น สังกัดกองการศึกษา เทศบาลเมืองศรีราชา จังหวัดชลบุรี จําแนกตามกลุ่มสาระการเรียนรู้ โดยรวมและรายด้าน ได้แก่ ด้านการพัฒนาหลักสูตรของสถานศึกษา ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา ด้านการนิเทศการศึกษา และด้านการพัฒนา และใช้สื่อเทคโนโลยีทางการศึกษา แตกต่างกันอย่างมีนัยสําคัญทางสถิติที่ระดับ .05 ส่วนในด้านอื่นๆ แตกต่างกันอย่างไม่มีนัยสําคัญทางสถิติ

4.แนวทางการบริหารงานวิชาการของกลุ่มโรงเรียนองค์กรปกครองส่วนท้องถิ่น สังกัดกองการศึกษา เทศบาลเมืองศรีราชา จังหวัดชลบุรี มีดังต่อไปนี้ 1) ด้านการจัดการเรียนการสอนในสถานศึกษา ควรจัดสภาพแวดล้อมและส่งเสริมบรรยากาศภายในโรงเรียนให้เอื้อต่อการจัดการเรียนการสอน 2) ด้านการพัฒนาหลักสูตรของสถานศึกษา ผู้บริหารควรประชุมชี้แจงเกี่ยวกับหลักสูตรและการนำหลักสูตรไปใช้ 3) ด้านการพัฒนากระบวนการเรียนรู้ ควรจัดให้มีการประเมินและปรับปรุงกระบวนการเรียนรู้ 4) ด้านการวัดผล ประเมินผล และดำเนินการเทียบโอนผลการเรียน ควรจัดให้มีการวัดผลและประเมินผลอย่างเป็นระบบ มีการจดบันทึกรายงานและนำผลการประเมินไปใช้ในการปรับปรุงกิจกรรมการเรียนรู้ 5) ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา ควรส่งเสริมให้ครูทำการวิจัยเพื่อพัฒนาคุณภาพการเรียนรู้ในแต่ละกลุ่มสาระ 6) ด้านการนิเทศการศึกษา ควรดำเนินการประสานความร่วมมือกับเขตพื้นที่การศึกษาในการนิเทศการเรียนการสอน 7) ด้านการพัฒนา และใช้สื่อเทคโนโลยีเพื่อการศึกษา ควรสนับสนุนงบประมาณในการจัดทำสื่อนวัตกรรมและเพื่อการศึกษา
