THE DEVELOPMENT APPROACH FOR INTERNAL QUALITY ASSURANCE ADMINISTRATION OF THE SECONDARY EDUCATION SERVICE AREA OFFICE CHONBURI RAYONG

Abstract

The purpose of this study were 1) to study current state and expectations of internal quality assurance management in educational institutions under the Secondary Educational Service Area Office Chonburi Rayong, 2) to study the development approach for internal quality assurance management in these institutions under the Secondary Educational Service Area Office Chonburi Rayong, 3) to verify the appropriateness and feasibility of the proposed development approach under the Secondary Educational Service Area Office Chonburi Rayong, By using mixed methodology, divided into 3 phase, Phase 1 is to study the current and the condition and the essential needs of quality assurance management within educational institutions under the Secondary Educational Service Area Office Chonburi Rayong, Phase 2 is to study approach for developing the quality assurance management within educational institutions under the Secondary Educational Service Area Office Chonburi Rayong. Phase 3 is to verify the uality assurance management within educational institutions under the Secondary Educational Service Area Office Chonburi Rayong.The research tools used were questionnaires and interviews. The statistics for data analyses are frequency, percentage, mean, standard deviation and the modified priority needs index. The results found that 1.Current state of the strategic leadership found an overall is great and the desirable conditions found an overall is at highest level. 2. Approach for the strategic leadership 8 aspects : Standard setting for educational institutions, Developing educational management plans aimed at quality education, Establishing management and information systems, Implementing the educational management plans of the institution, Monitoring and evaluating the quality of education, Conducting internal evaluations based on the institution's educational standards, Preparing annual reports that evaluate internal quality and Ensuring continuous development of educational quality. These aspects totally 8. Phase 3 verify the proposed development approach appropriate and possible, but there aresome observations to make it more complete.

การวิจัยในครั้งนี้มีจุดประสงค์เพื่อ 1) เพื่อศึกษาสภาพและความคาดหวังการบริหารงานประกันคุณภาพภายในของสถานศึกษา 2) เพื่อศึกษาแนวทางการพัฒนาการบริหารการประกันคุณภาพภายในของสถานศึกษา 3) เพื่อตรวจสอบยืนยันของแนวทางการพัฒนาการบริหารการประกันคุณภาพภายในของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาชลบุรี ระยอง โดยใช้วิธีการวิธีดำเนินการวิจัยแบบผสมผสาน แบ่งเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของแนวทางการพัฒนาการบริหารการประกันคุณภาพภายในของสถานศึกษา ระยะที่ 2 แนวทางการพัฒนาการบริหารการประกันคุณภาพภายในของสถานศึกษา ระยะที่ 3 ตรวจสอบยืนยันของแนวทางการพัฒนาการบริหารการประกันคุณภาพภายในของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาชลบุรี ระยอง เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิจัย ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็นผลการวิจัยพบว่า 1.สภาพจริงของการบริหารงานประกันคุณภาพภายในของสถานศึกษา พบว่าโดยรวมอยู่ในระดับมาก สภาพควรจะเป็นของการบริหารงานประกันคุณภาพภายในของสถานศึกษา พบว่าโดยรวมอยู่ในระดับมากที่สุด 2.แนวทางการพัฒนาการบริหารการประกันคุณภาพภายในของสถานศึกษา ทั้งหมด 8 ด้าน ได้แก่ ด้านการกำหนดมาตรฐานของสถานศึกษา ด้านจัดทำแผนพัฒนาการจัดการศึกษาของสถานศึกษาที่มุ่งคุณภาพ ด้านการจัดระบบบริหารและสารสนเทศ ด้านการดำเนินงานตามแผนพัฒนาการจัดการศึกษาของสถานศึกษา ด้านการจัดให้มีการติดตามตรวจสอบคุณภาพการศึกษา ด้านการจัดให้มีการประเมินคุณภาพภายในตามมาตรฐานการศึกษาของสถานศึกษา ด้านการจัดทำรายงานประจำปีที่เป็นรายงานประเมินคุณภาพภายใน และด้านการจัดให้มีการพัฒนาคุณภาพการศึกษาอย่างต่อเนื่อง 3.การตรวจสอบยืนยันของแนวทางการพัฒนาการบริหารการประกันคุณภาพภายในของสถานศึกษา และมีขัอสังเกตบางประการเพื่อทำให้แนวทางมีความสมบูรณ์มากยิ่งขึ้น
