GUIDELINES FOR ENHANCING COMPETENCY IN THE USE OF INFORMATION AND COMMUNICATION TECHNOLOGY FOR SCHOOL ADMINISTRATORS UNDER THE CHONBURI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract

The objectives of this research are: 1) Study the current and expected conditions of enhancing competency in the use of information and communication technology (ICT) for school administrators under the jurisdiction of the Chonburi Primary Educational Service Area Office 1 2) Explore approaches for enhancing competency in the use of ICT for school administrators under the jurisdiction of the Chonburi Primary Educational Service Area Office 1 3) Assess the appropriateness and feasibility of the approaches for enhancing competency in the use of ICT for school administrators under the jurisdiction of the Chonburi Primary Educational Service Area Office 1 This research employs a mixed-methods approach and is conducted in three phases: 1) Studying the current and expected conditions of enhancing competency in the use of ICT for school administrators under the jurisdiction of the Chonburi Primary Educational Service Area Office 1. 2) Exploring approaches for enhancing competency in the use of ICT for school administrators under the jurisdiction of the Chonburi Primary Educational Service Area Office 1 3) Evaluating the appropriateness and feasibility of the approaches for enhancing competency in the use of ICT for school administrators under the jurisdiction of the Chonburi Primary Educational Service Area Office 1.

The research findings reveal that:

1) The current state of enhancing competency in the use of ICT for school administrators under the jurisdiction of the Chonburi Primary Educational Service Area Office 1 is at a high level, while the expected state is at the highest level.

2) The study identified five key aspects of enhancing competency in the use of ICT for school administrators, encompassing a total of 16 approaches. These aspects include leadership and vision in ICT utilization, support for ICT-based learning management, promotion and management of ICT competency, ethics, law, and safety in ICT usage, and ICT knowledge and application.

3) The assessment of the appropriateness and feasibility of the proposed approaches indicated acceptance and feasibility across all aspects. The most accepted and feasible aspect is leadership and vision in ICT utilization.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่คาดหวังของการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 2) เพื่อศึกษาแนวทางการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 และ 3) เพื่อประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 โดยใช้วิธีดำเนินการวิจัยแบบผสมผสาน แบ่งเป็น 3 ระยะ คือ1) การศึกษาสภาพปัจจุบันและสภาพที่คาดหวังของการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 2) การศึกษาแนวทางการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 3) ประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1

ผลการวิจัย พบว่า

1) สภาพปัจจุบันและสภาพที่คาดหวังของการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 มีสภาพปัจจุบันของการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก และมีสภาพที่คาดหวังของการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด

2) ศึกษาแนวทางการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 มีทั้งหมด 5 ด้าน ได้แก่ ด้านภาวะผู้นำและวิสัยทัศน์ในการใช้เทคโนโลยีสารสนเทศและการสื่อสาร ด้านการสนับสนุนการจัดการเรียนรู้ด้วยเทคโนโลยีสารสนเทศและการสื่อสาร ด้านการสนับสนุนส่งเสริมและการจัดการสมรรถนะเทคโนโลยีสารสนเทศและการสื่อสาร ด้านจริยธรรมกฎหมาย และความปลอดภัยในการใช้เทคโนโลยีสารสนเทศและการสื่อสาร ด้านความรู้และการใช้เทคโนโลยีสารสนเทศและการสื่อสาร รวมทั้งสิ้น 16 แนวทาง

3) การประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการเสริมสร้างสมรรถนะด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 พบว่า มี การยอมรับและความเป็นไปได้ทุกด้าน โดยด้านที่มีการยอมรับและความเป็นไปได้มากที่สุดคือ ด้านภาวะผู้นำและวิสัยทัศน์ในการใช้เทคโนโลยีสารสนเทศและการสื่อสาร
