WASTE REDUCTION IN THE OPERATIONS OF THE PURCHASE PLANNING DEPARTMENT: A CASE STUDY OF AN ELECTRONICS INDUSTRY COMPANY

Abstract

Case Study Company, a subsidiary of the electronics industry, specializes in sourcing electronic components on printed circuit boards. Its operations encompass just-in-time systems, inventory management, and fulfilling production plans both domestically and internationally. Through work in the procurement planning department, it was identified that various internal and external factors contribute to delays, particularly in multi-step and repetitive processes, resulting in extended lead times for both purchase order issuance and goods receipt. To address this, the thesis proposes a method involving data analysis collected before and after improvements made between April B.E. 2566 and December B.E. 2566. Utilizing value stream mapping and cause-and-effect analysis, the root causes of inefficiencies were identified. The result is a new, more efficient procurement planning process aligned with the principles of Bowersox, aimed at reducing waste and improving logistics quality. Following the improvements, the total time spent on purchase order issuance decreased to 2 hours and 50 minutes, and the time for goods receipt decreased to 3 hours and 39 minutes. This leads to reduced time costs, enhancing overall operational efficiency.

บริษัทกรณีศึกษา เป็นบริษัทในเครือของอุตสาหกรรมอิเล็กทรอนิกส์ ซึ่งมีขอบเขตปฏิบัติงานในการจัดหาชิ้นส่วนอิเล็กทรอนิกส์บนแผ่นวงจรอิเล็กทรอนิกส์ (Print circuit board) การดำเนินกิจกรรมระบบทันเวลาพอดี (Just in time) การควบคุมบริหารสินค้าคงคลัง และการจัดมอบสินค้าตามแผนการผลิต (Production plan) ของบริษัทภายในเครือ ซึ่งอยู่ทั้งในประเทศและต่างประเทศ จากการที่ผู้วิจัยได้ปฏิบัติงานในแผนกวางแผนจัดซื้อ พบถึงปัญหาทั้งภายในและภายนอกที่ส่งผลกระทบต่อระยะเวลาในการทำงาน ทั้งการทำงานที่มีขั้นตอนการทำงานหลายขั้นตอนและซ้ำซ้อน อันเป็นส่วน ที่ทำให้การทำงานล่าช้า ซึ่งปัจจัยดังกล่าว ส่งผลให้ระยะเวลาดำเนินการออกใบคำสั่งซื้อรวม (Total time spent on the PO issuance) ใช้ระยะเวลานานถึง 6 ชั่วโมง 3 นาที และระยะเวลาในการจัดทำรายการตามสินค้ารับเข้าคลังสินค้ารวม 6 ชั่วโมง 47 นาที ด้วยสาเหตุดังกล่าว ผู้วิจัยมีแนวคิดที่จะหาแนวทางการลดระยะเวลาดำเนินการในงานวางแผนจัดซื้อ โดยใช้การวิเคราะห์ข้อมูลจากจากเก็บรวบรวมข้อมูลก่อนหน้าปรับปรุง เดือนเมษายน พ.ศ. 2566-เดือนมิถุนายน พ.ศ. 2566 และหลังปรับปรุง เดือนตุลาคม พ.ศ. 2566-เดือนธันวาคม พ.ศ. 2566 โดยใช้ผังงานสายธารคุณค่าในการวิเคราะห์หาความสูญเปล่า และนำมาวิเคราะห์ด้วยแผนผังสาเหตุและผล เพื่อหารากเหง้าของปัญหา อันจะทำให้ได้ผลลัพธ์ คือ กระบวนการใหม่ และเพิ่มประสิทธิภาพการจัดการโลจิสติกส์ด้านคุณภาพตามแนวคิดของ Bowersox ที่สอดคล้องตามวัตถุประสงค์ของการศึกษาซึ่งมุ่งเสนอแนะกระบวนการทำงานของแผนกวางแผนจัดซื้อ ที่ได้ปรับปรุงใหม่ ที่จะทำให้ความสูญเปล่าที่เกิดขึ้นจากการปฏิบัติงานนั้นลดลง อันนำไปสู่การลดต้นทุนทางด้านเวลา โดยหลังการปรับปรุงระยะเวลาในการดำเนินการออกใบคำสั่งซื้อรวม (Total time spent on the PO issuance) เท่ากับ 2 ชั่วโมง 50 นาที และระยะเวลาในการจัดทำรายการตามสินค้ารับเข้าคลังสินค้ารวม เท่ากับ 3 ชั่วโมง 39 นาที
