THE IMPACT OF DEVELOP HIGH-SPEED RAIL LINKED 3 AIRPORT; CASE STUDY HUAI KAPI, MUEANG CHONBURI, CHONBURI.

Abstract

The objectives of this research are: 1.To study the impacts of the development of the high-speed rail project connecting three airports. การวิจัยครั้งนี้มีวัตถุประสงค์ 1. เพื่อศึกษาผลกระทบจากการพัฒนาโครงการรถไฟความเร็วสูงเชื่อมสามสนามบิน ที่จะเกิดขั้นภายในตำบลห้วยกะปิ อำเภอเมืองชลบุรี จังหวัดชลบุรี และ 2. เพื่อศึกษาแนวทางการการปรับตัวของชุมชนในการรับมือต่อความเปลี่ยนแปลงจากโครงการพัฒนาโครงการรถความเร็วสูงเชื่อมสามสนามบิน ใช้รูปแบบการวิจัยเชิงผสานวิธี (Mixed methodology) เป็นการผสานวิธีคิดและกระบวนการวิจัยเชิงคุณภาพ และการวิจัยเชิงปริมาณ ผลการวิจัยพบว่า กลุ่มตัวอย่างส่วนใหญ่ มองว่า ด้านเศรษฐกิจ การพัฒนาโครงการรถไฟความเร็วสูงเชื่อม 3 สนามบิน อาจทำให้ราคาที่ดิน และอาคารพาณิชย์ ในพื้นที่มีการเปลี่ยนแปลง ด้านสังคม พบว่า การพัฒนาโครงการรถไฟความเร็วสูงเชื่อม 3 สนามบิน อาจทำให้เกิดความแออัด ไม่เป็นระเบียบ ด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม พบว่า ประชากรกลุ่มตัวอย่างมีความกังวลในเรื่องผลกระทบจากมลพิษทางอากาศ เช่น ฝุ่นละอองในสภาวะทางอากาศที่เปลี่ยนแปลงจากโครงการรถไฟความเร็วสูงเชื่อม 3 สนามบินและข้อเสนอแนวทางการการปรับตัวของชุมชนนั้นมีทั้งหมด 3 ด้าน คือ ด้านเศรษฐกิจ ด้านสังคม และด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม การวิจัยครั้งนี้ มีข้อเสนอแนะว่า ในการศึกษาครั้งต่อไปควรศึกษาในเชิงเจาะลึก เรื่องของผลกระทบที่ชาวบ้านได้รับจากโครงการรถไฟความเร็วสูงเชื่อม 3 สนามบิน และควรศึกษาเชิงประวัติศาสตร์ของชุมชน เพื่อจะได้เข้าถึงการเปลี่ยนแปลงของชุมชน และควรศึกษาในเชิงเจาะลึก เรื่องของผลกระทบที่ชาวบ้านได้รับจากการพัฒนาโครงการรถไฟความเร็วสูงเชื่อม 3 สนามบิน และศึกษาการเปลี่ยนแปลงที่จะเกิดขึ้น เพื่อนำไปใช้ศึกษาและวิเคราะห์ในพื้นที่ที่ได้รับผลกระทบต่อไป และควรศึกษาวิจัยเชิงประวัติศาสตร์ของชุมชน เพื่อจะได้เข้าถึงการเปลี่ยนแปลงของชุมชน และวิถีชีวิตที่เปลี่ยนไปของประชาชนในพื้นที่ ที่อาจเกิดขึ้นเมื่อโครงการรถไฟความเร็วสูงเชื่อม 3 สนามบินเสร็จสิ้น รวมไปถึงเข้าถึงผลกระทบทางสังคมได้มากขึ้น
