A FEASIBILITY STUDY OF COOPERATION TO PRODUCE MERCHANT MARINE STUDENTS BETWEEN PUBLIC HIGHER EDUCATION INSTITUTIONS AND MARINE DEPARTMENT

Abstract

This research aimed to study the feasible way and appropriate model for collaboration between public educational institutions and Marine Department to produce Merchant Marine student. The institutions consist of Merchant Marine Training Centre (Marine Department), Faculty of Logistics (Burapha University) and Faculty of International Maritime Studies (Kasetsart University). Data collection has been done via documentary research and insight interview. The results show the feasibility in various aspects: rules and regulations are in well agreement, courses establishment, training, share of instrument and technology, and improvement of the seafarer development. In order to produce ship officers in the collaboration between the institutions and Marine Department, it can be implemented using two appropriate models: (1) establish a public organization and (2) Memorandum of Understanding (MOU) or Memorandum of Agreement (MOA). The analysis found that the most suitable method to produce ship officer is the MOU or MOA which covers three cooperative aspects: 1) training, 2) academic, and 3) resources, since these are the initiation to cooperate and work together between institutions. This consequently results in the cost reduction and knowledge sharing, yielding the effectiveness in the production of Merchant Marine students in the future.

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาความเป็นไปได้หรือรูปแบบที่เหมาะสม ในการผลิตบัณฑิตนักเรียนเดินเรือพาณิชย์ร่วมกันระหว่างสถาบันการศึกษาของรัฐและกรมเจ้าท่า ประกอบด้วย 3 สถาบัน ได้แก่ ศูนย์ฝึกพาณิชย์นาวี กรมเจ้าท่า คณะโลจิสติกส์ มหาวิทยาลัยบูรพา และคณะพาณิชยนาวีนานาชาติ มหาวิทยาลัยเกษตรศาสตร์ เก็บรวบรวมข้อมูลโดย การวิจัยเชิงเอกสาร (Documentary research) และการสัมภาษณ์เชิงลึก (In-depth interview) ผลการศึกษา พบว่า มีความเป็นไปได้ในหลายด้าน ได้แก่ ความสอดคล้องกับกฎ ระเบียบ ข้อบังคับของสถาบัน ด้านการพัฒนาหลักสูตรการสอนร่วมกัน ด้านการฝึกอบรม ด้านการแบ่งปันอุปกรณ์ เทคโนโลยีที่ใช้ร่วมกัน และด้านพัฒนาบุคลากรร่วมกัน ส่วนรูปแบบที่เหมาะสมในการผลิตบัณฑิตนักเรียนเดินเรือพาณิชย์ร่วมกัน สามารถดำเนินการได้ 2 รูปแบบ คือ รูปแบบที่ 1 การจัดตั้งองค์การมหาชน และรูปแบบที่ 2 การทำบันทึกข้อตกลงความเข้าใจ (MOU) หรือการทำบันทึกข้อตกลงความร่วมมือ (MOA) จากการวิเคราะห์ พบว่า รูปแบบที่เหมาะสมที่สุดในการผลิตนักเรียนเดินเรือพาณิชย์ร่วมกันระหว่างสถาบันการศึกษาของรัฐและกรมเจ้าท่า คือ การทำบันทึกข้อตกลงความเข้าใจ (MOU) หรือ การทำบันทึกข้อตกลงความร่วมมือ (MOA) โดยครอบคลุมความร่วมมือใน 3 ด้าน ได้แก่ ด้านการฝึกอบรม ด้านวิชาการ และด้านทรัพยากร เนื่องจากเป็นจุดเริ่มต้นของความร่วมมือ สามารถทำได้ต่อเนื่อง ลดงบประมาณบางส่วนลงได้ และเกิดการแบ่งบันความรู้ร่วมกันระหว่างหน่วยงาน ส่งผลให้เกิดความเข็มแข็งในการผลิตนักเดินเรือพาณิชย์ได้ในอนาคต
